Symptoms of bad cpu?

We booked a clients pc recently, which did not start up in terms of:
Blank Screen
No Beeps
No Bios

Tested Memory OK
Tested PSU OK
Tested New Cpu in motherboard BAD

So we replaced the mobo with the Foxconn G31MXP. Updated Bios P3.
With the clients Cpu inside, the new board would not start in terms of:
Fans Strobe once at power button.
Fans do not spin, looks like dead short on board.

With new cpu, the board started up.
Then after re inserting the clients cpu, the board decided to boot.
But, error:

CPU1 = Client Cpu ( 1.6ghz 800 Cel 420 - 512k )
CPU2 = New Cpu ( 3.04ghz 533 Cel 512k )

Parts Installed:
2 x Maxwell pci DVR Cards
1 x Radeon RX1550 128m
2 x 1gb DDR2
1 x 350W Encer PSU

With CPU1, the dvr cards refuse to enable in OS, thus causing dvr app to fail.
When 1 DVR card is removed, the other one enables.
When PCIx Vga removed, 2 DVR cards enable.

With CPU2 there are no errors whatsoever.

My conclusion is:
1. When the clients old board shorted ( MSI ) the Cpu got stunned and damaged.
2. The Cpu is not powerful enough to process These cards.
3. The New Mobo has bad current flow.
4. The Bios needs further update.

Work Done:
Exchanged cards one by one all OK
Exchanged Ram all OK
Updated Bios allowed CPU1 to boot
Reseating + Cleaning of all parts / pins
Re installation of all DVR + Vga Software + Drivers.

Well it has the CPU under Passed aka supported on the CPU page for the mobo:

BUT!!!!! According to the CPU page for the Celeron 420, you need the 861F1P05 BIOS for it to work:

So with that info, I would say conclusion number 4 is more than likley.

If that happens to fail, then the CPU is bad. But since you are running the P3 BIOS, you need to try the latest one first before 1,2 or 3 can be considered.

The Celeron 420 and G31 chipset came out at the same time. The 420 should have been supported when the board left the factory.

I think the CPU is fried... The E3300 is a much better chip anyway... I guess update to the latest bios to be sure, but I doubt it will help.

Thanks guys both great replies, i removed the vga card as a sacrifice.
The client ended up giving the card to us. excellent!
but yet, there is a problem which needs fixing one day
