Booting from USB on blank PC?

i am about to build a new computer with a msi p67-gd65 motherboard
can i change the boot order even on a no OS PC?
or do i need a OSon it to even acces boot order?

You don't need an Os to get into BIOS. Chage the boot order as you like, save and shutdown
