Sound card + headphone jack question

For some reason when i am recording sound or using vent i transmit HORRIBLE static. I searched all vent pages and everything on the internet and could find nothing to solve it. then i was recording me playin guitar and got the horrible static when i listened to the playback. i beleive its my onboard sound. i have an xfx nforce 780i. A very nice mobo. So, i beleive i will buy a new soundcard. i have normal speakers. not surround sound or the ones that reuqire a ton of ports. i beleive mine take up two ports a green and a pink. SO ym questions are.
1. COuld someone recommend me a cheap good card?
2. WIll i be able to plug purely audio (no xmit) headphones into my case headphone connector which trails down and connects directly to the hd audio connector even though i have a soundcard?
3. What about my logitech USB headset that xmits. Will i be able to plug that into any USB port and the sound and xmit will work?
