Computer wont start.

Hello,
i just bought a new computer, the parts include P7P55D motherboard, a intel i5-661 dual core processor and a 380w power supply. When i turn the power button on, the fans spin once and then shut off. I have tried a 500w powersupply aswell and it did the same thing. Is the problem the motherboard?

First, what are the brands and models of both PSU's?
