Build for after effects cs 5 and other media

I want to build a new PC ... my first build with my own money i have worked 4 mouths for it and i want to make the best for the $$$ i have maked.

So i will use it for Adobe AE and other video editing tools

I have 2 builds for now

I`am on a verry tight budget becouse i can use the only the money i have earn so my old machine is with the GeForce 7950 GT i was wondering to update to 250 GT or leave the old video card and buy more RAM or something?

Do i need 1600MHz of ram will it give good preformece boost for the dolar?
