HIS 4870x2 won't allow windows to start

Hi, I just recently bought a HIS 4870x2 and cannot seem to get my machine to boot into windows. It gets to the Windows 7 splash screen and just hangs (the black screen where it says "starting"). I tried disabling drivers and then formatted and installed Windows 7 again, still nothing. I tried my old card (Gigabyte 4870) and it boots into windows fine. Any ideas on how to troubleshoot this?

My system:
AMD Phenom II 940
MSI K9A2 Platinum mobo
4 GB DDR2 1066
Windows 7 Ultimate 64bit (also tried 32bit)

if you could boot into windows using your old 4870 maybe the new 4870X2 is bad, try to install another operating system like windows xp or vista if the problem persist it seems that 4870x2 is defective, is better to RMA and get a new one.

Well I tried updating my BIOS, which didn't help. I really want to avoid formatting and installing another OS again. Is this a known issue with this card? If it can only run on Vista or XP it will certainly be getting sent back.

What PSU do you have? Have you exceeded its capacity?

THe 4870X2 is a monster , you need a good quality psu to run .

Yes, that should be an excellent PSU. Sounds like the card is bad.

Card may be damaged.......get it replaced...

Try your card in another PC with decent PSU, if it fail then you have a bad card...

I went ahead and RMAed the card after trying it in a different PC with the same results.
