Cannot install Extrenal Hard Drive

I haven't yet solved this problem. I tried and used other USB slots and cable but nothing happened. But when I connected with PC, first the green light was blinking sometimes continuously came from HDD, and then HD running sound hearing a moment, finally they were off. No sign appeared on my computer. So many times I did, no response. What can I do and how to do, please help me definite answer. Thank you,,,

Sounds like it doesn't get enough power, try using a double USB cable and see if it helps.
