dragging open windows

We have a community computer that has recently developed a problem. When you
drag an open window it moves in steps and gets distorted until you stop
moving it. It just started doing this, and there is a strong possibility that
someone changed a setting on it due to the large number of users, but I have
no idea what setting this might be. It's acting like when you have the mouse
trail option turned on but for an open window. Hope someone can help because
it's very annoying!
