In all my years i've found it's usually quite rare for the CPU to be the culprit, but one time when I did get stumped (win98 days) by this pc that no matter couldn't get past the windows loading screen (everything would install and work fine, it just couldn't boot windows) and would just lock up.
Only way to truely test these things is have more components lying around to swap.
