How to fix a bad computer motherboard

i have problem with my computer motherboard. when it is benn powered, the fan of the pocessor spins but power doesnt flow through the board in other to distribute it to other parts of the system. the warning light indicates but ca not be turned off. please help me fix this machine. is an e machine brand. penthium three. thank you for helping me.
