Does anyone know why the phase leds mean on my gigabyte H55-UD3H motherboard mean. I have power but can't even get the bios on
 
Have you run though the Troubleshooting checklist?

From page 30 of the manual:
PHASE LED
The number of lighted LEDs indicates the CPU loading. The higher the CPU loading, the more the number of lighted LEDs. To enable the Phase LED display function, please first enable Dynamic Energy Saver™ 2. Refer to Chapter 4, "Dynamic Energy Saver™ 2," for more details.

 
I tried the DES on one of my Gigabyte boards. I don't think it is worth the trouble.

And for your startup problems, ignore the phase LED's. That is not the source of your problem.
