Can mobo control speed of non- PWM fans?

I'm planning on getting a CPU heatsink/fan that is great but has non-PWM fans. However, it has 3 pin connectors to connect to the mobo. Since the mobo adjusts the voltage depending on cpu temps can the non-pwm fans still be controlled? Cuz I really don't want 2 fans spinning at 2200rpm when I'm surfing the web or something.
 
Solution
There are two ways to control a fan, PWM, and voltage regulation, if you give a 12V fan only 5V it will spin a lot slower so the motherboard can control it that way. If it has the 3 pin to the motherboard it can have its speed changed.
