I found it - it's called AntiLamer and was first introduced on DutchNet's
gameservers.

The AntiLamer mod introduces AntiSpeedCap and AntiPistonCamp. The
AntiSpeedCap works as expected, although I haven't been able to get the
AntiPistonCamp to work.
