Motherboard on but no display

My motherboard On but no display on it, and it can not turn it off even doing a long press of the power switch. I tried do the jumper setting but still not work. what should I do to fix this problem.

Possibly a standoff is in the wrong place or something isn't seated properly. Strip it down and rebuild it, making sure to clean all dust from every slot.
