Format a 4Gb flash drive as a 1Gb FAT

Hello,
I am running Vista Business and WANT to format a 4Gb removable device as a 1Gb FAT for compatibility with another system (it's actually a sewing machine!). I have seen lots of posts where people are trying to restore a device to full capacity which has been "accidentally" shrunk, but no posts on what I am trying to do.
