My PSU starts buzzing when my room lights are on however not when a lamp is on.

Anyone know how to fix this problem besides the common sense, "leave the lights off?"

Make sure all the electronic devices plugged into the walls are correctly grounded. Check all devices on the breaker or circuit. There may be plugs in a different room that are on the same breaker, though not in the same room.

Is the light in your room fluorescent?

i was gonna ask that, fluorescent lights may cause this, or power saving light globes. The most likely cause is a particular light globe, switch them with another to do some elimination, then get a new globe. If its fluorescent lights, could either be the tube or the inverter. You can also get a clip on ferrite core for the PC power cable that may remove some of the noise going to the PSU.

What brand/model is your PSU please?

And do you have dimmer switches on any of the lights?

Finally, have you tried a long extension cord to plug your PC into a different circuit? If that stops the buzzing, maybe something somewhere on your room's circuit breaker there's a device (eg dimmer) that's (eg) chopping the normal AC sine wave.
