What is this substance?

I can't get past the DMI Pool screen (CTRL+ALT+DEL) and I found that the failing hard drive had this rock solid clear substance on it. I've attached a picture, does anyone know what it is, and how I can get rid of it?

Any help would be appreciated.

It looks like epoxy. It's normal. Don't remove it.
