Hard drive won't start up

Hello,
The hard drive in my laptop fails to start up. What is the easiest way to get the files off this drive?

Assuming it's not a stiction fault (heads stuck to platters) or a seized spindle motor, then a no-spin condition is most likely a PCB problem, in which case the solution will typically cost no more than US$50.

A model number might help ...

Does the drive spin up, or make any sounds as if it is trying to spin up?
