ATI 4850 low FPS?

I had just recently purchased a XFX ATI 4850HD since all the good reviews I had read. I had also bought an Antec BP550 Plus 550W Continuous PSU since my old PSU was only 300W. When I'm playing TF2 in 1449 x 900 (native) at fairly high settings I usually get an average of 30 FPS while in a firefight and 60 idle. I've installed the latest drivers from ATI (10.5) and disabled my Intel integrated graphics. My BIOs are up to date so I don't think that's causing any issues. I'm thinking my CPU is bottlenecking my performance, but I'm not very sure since I'm new to computers. Here are my specs.

Intel Pentium Dual CPU E2220 @ 2.40GHz
Asus IPIBL-LB Benicia-GL8E 1.01
Antec BP550 Plus 550W Continuous Power
XFX ATI 4850HD
4gb of DDR2 RAM

your CPU is whats holding you back from higher FPS

That's what I thought what was dragging my FPS. I was considering buying an AMD Phenom II X2 555 Black Edition Callisto 3.2GHz with a Motherboard combo for $181.99 because of my budget. Do you think this CPU and Mobo will drastically improve my FPS?

Thank you so much for all your help. I was thinking my GFX card was defected, but I was highly doubtful since the hardware fail rate is only about 2%.
