Display Issue

I'm currently running a Gigabyte GTX 260 (GV-N26OC-896I).
While using the DVI port on the graphics card, I am able to see POST, boot into Windows XP and other OS's and boot into Windows 7 via Safe Mode.
But when I boot into Windows 7 x64 or x86, more often than not, the DVI port will not be detected. I must use the HDMI port with an adapter.
I have purchased a new monitor, tried different cables, different hardware (i.e. motherboard, power supply), different drivers, different BIOS', but I am still getting the same error.
I believe it to be a Windows 7 conflicting driver, but don't know how to fix this.
Is anybody able to help me?

go into safe mode, for windows 7, wipe all display drivers. See what happens then.

If that doesn't work, reinstall windows, that generally is a fix for all problems.

I've reinstalled windows about 4-5 times now.
I've gone into Safe Mode, wiped drivers, replaced drivers with that of NVidia, wiped drivers again, let Windows install its own drivers.
Nothing has worked

Have you tried with another video card to see if you get the same problem?
