Keyboard and Mouse wont respond

When I turn my computer on, or if I restart it, it takes a few mins for the keyboard and mouse to respond. I have a wired keyboard and a wireless mouse, but neither work right away. I have had my computer for little less than a year, and haven't changed anything on it. I tired moving USB ports and plugging them back in, but that doesn't work either. It seems like I just have to wait for them to respond. Any Ideas please?
