Rosewill RSV-S4-X only detecting slot 1

I bought a Rosewill RSV-S4-X and have 2 Seagate Barracuda 3TB 3.5" 7200RPM Internal Hard Drive inside. The problem is that it'll only detect the hard drive in slot 1.

I've tried changing the hard drives around and it only detects slot 1. This is my first multi-bay enclosure, so I'm not sure what I'm suppose to do to set it up.

Oh yea I forgot to mention I just want to set it up as JBOD. It said to use "using bundled utilities" to set this up. I'm not sure what this means.
