Cpu temperature too high?

Hello,
i have a fujitsu N3520... is this normal?
with no programs running my cpu reaches around 40-55C
when i have IE, MSword and windows media player running my cpu reaches 75C. using realplayer and only realplayer it reaches an amazing 83C. i cleaned out the vents but havent applied new thermal paste. should i or is their another problem? cpu... pentium M 1.86ghz
