ADSL security

Hi to all,
i have some maybe stupid question but do not understand them. I got ADSL modem/router from ISP. On modem/router firewall opened only some ports. When don't use internet Data led diod is blinking and Ethernet not. When shutdown computer Ethernet is off but Data still blinking without any rules. I noticed this blinking few days ago. Is there a way to ISP spy me or someone else maybe snifing or what?

If it's a wireless router, the wireless LED will blink as it receives wireless signals from neighbouring networks. Just as you can see the neighbouring signals if you do a scan with a wireless adapter. Doesn't mean anyone can access the router.

There are only LAN on this modem/router because, that is the reason whay not understand what is happening.
