External hard drive tries to start but can't

Hi,

I have a Hitachi 1TB hard drive (I don't know the model, I lost the box).

When I plug it into my computer and hold it up to my ear, I can hear it TRY to start up, but fail. Then, it tries two or three more times before it doesn't try any more.

I've tried many USB cables and lots of ports.

How do I fix this?

It may have come with a cable with two USB plugs on one end. Some HDDs need this for the extra power. It may look something like this:
