how do I erase all files including hidden files and partions without a OS on a toshiba laptop. must be be a exe. utility download?

Load an ISO cd of linux and format the drive from there, that's what I would do. In order to use an .exe utility, you need an OS. Run Ubuntu in liveCD format.

Otherwise hook up the drive in another PC and format it from there.
