All sata drivers

Hello, my TB sata hard river doesn't want to format, it says windows can not format. what should I do to fix it?

1. Make sure the sata controller is enabled in bios.
2. Make sure the drive shows up at bios post.
3. If this is a new drive with no data, you need to go into disk management and initialize the drive (partition/format).
4. If this is the OS drive, you can't format it from within windows. Boot to a live CD to format.
