Building my new rig

Hello,

As many folks come to ask, "What is optimal hardware for my particular use." I am yet one of those type of people. Before I state what I am upgrading, here is my current dinosaur rig:

Win 7 32 bit pro oem
2.0gb DDR1 400 RAM
ASUS A8N_SLI Premium Mobo w/ cpu socket 939
AMD Athlon 64 3800+ (2.44ish actual clock speed stock) CPU
E-geforce 512 8800gts video card
250 GB Western Digital 7200RPM 6.0gb/s 8mb cache internal hdd
700W PSU with dual fan, dual 12+v rail w/ 36amps
and an old sony 16x dvd RW dual layer burner Cd/dvd

Would it be better to get a new cpu, ram, and mobo to upgrade this rig? Can i still salvage my old hard drive (probably format it again cuz it is oem), video card, psu, case, and dvd burner?

I wanted to get something along these lines for an upgrade:
Phenom II X4 965 Quad Core & ASUS M4N68T-M
2-4GB DDR3 1333 (PC3 10600)

Would I bottle neck myself with my old hdd? Am I overkilling for just low end gaming? I only play World of Warcraft as of right now. Is my system clearly unbalanced if I go with my planned idea? My budget for hardware is no more than 500$, and I know how to build desktops generally speaking. Could I get a recommendation please?
