What is the best DVI graphics card for $75?

All modern graphics cards have DVI. For that price range, you can probably get an
ATI 4850 after MIR. It is a great card that is good for gaming, and performs equal to the more expensive Nvidia 9800GTX/GTS250.

It needs a 6pin PCIe power connector and at least a quality 400 watt PSU to run.

Depending on what you are planning to do, there are many different cards. Is it for gaming? For a Home Theather PC? Normal web browsing?
