Frequency out of range at startup, then crashes

Hello, this is an older pc that I was moving to a new tower. After moving it, bios started up, but had messed up video, then got the frequency out of range and monitor went blank. I put in a different video card but it does the same thing

You might try clearing the motherboard BIOS -- either remove the coin battery and short the terminals or look for the BIOS reset jumper.
