4gig RAW USB drive that is somehow write protected

I just got a 4gig USB drive that i tried to install Linux (Ubuntu) on it, but the installation somehow corrupted
and then I close the computer from the power button.

I got back to my Windows 7 and it says that the drive is write protected.
When I tried to format it, Windows won't let me to because it's write protected (obviously).
Trying out the chkdsk from CMD doesn't work because it says isn't used for RAW drives!

Burn system rescue CD to CD with the windows image burner

Boot the computer using the system rescue CD.

Try using gparted on it.

Try using testdisk on it.

I have now burned the ISO on a CD.
Could you tell how i use those commands in the SystemRescueCd?
