Latency or Speed?

I have 2 different opinions of the type of RAM I should get for my new gaming rig.

One person is telling me to get
http://www.newegg.com/Product/Product.aspx?Item=N82E16820231307&cm_re=g.skill_ripjaw-_-20-231-307-_-Product
because it has a Latency of 7

Another is telling to get
http://www.newegg.com/Product/Product.aspx?Item=N82E16820231427&cm_re=ripjaw-_-20-231-427-_-Product
because it is 1600 instead of 1066

Also, should I get 8 gigs of RAM instead of 4 for gaming?

Speed makes more difference than timings. You will notice better performance with the 1600 RAM, assuming your system can run it at full 1600 speed.

I recommend 6GB for triple-channel systems or 8GB for dual-channel systems. Having more than 4GB results in smoother multitasking, faster game and level loading times, and overall faster system performance. Read this blog post about the subject.
