Gts 250 win 7 32 bit issues

Hello I just recently bought a gts250 gfx card and installed it and everything is working fine except when i start running eve online when i run the game my mouse starts to flicker and i loose a substantial amount of fps from 200 to 32, anyone have any suggestions??

Only in one game?
If yes, then the problem is the game itself...

yep i reinstalled and rolled back mt gfx driver and it seemed to work thx
