Power Supply Problems?

The power just went out in my apartment, and when it came back on my computer has not started. There were no previous problems. My power supply is: PSU OCZ|OCZ700GXSSLI 700W RT. When I push the power button, it sounds like it is starting up normally (fans spinning, lights flickering, etc.) and then shuts down. 5 seconds later it attempts to repeat startup and again stops after 1 second.

I have disconnected all peripherals and the problem still persists. Thoughts anyone?
