DRAM Frequency Running lower than actual.

I have Corsair Triple Channel 6GB 1333MHz RAM
RAM SPEC
TR3X6G1333C9 6GB Kit 9-9-9-24 240pin 1.50v Ver8.1
6GB 3 x 2GB - 1333MHz DDR3-1333

This is my System Specs

When my PC starts it shows this "Memory Running at 1066MHz"

In Speccy and CPU-Z it shows Memory running at 539.7MHz

Why Is my memory not running at 1333MHz as it should?
Do I need to set it to 1333MHz myself by changing the settings in the BIOS
What seems to be the problem?
How do I fix this so my RAM works at its actual speed of 1333 MHz?

I haven't Overclocked the CPU, RAM or GPU.

Seems like it doesnt make much difference if my RAM is running at 1066 or 1333
