Hp computer wont start

Hello, My hp computer will not turn on. I know it is getting power and when I try to turn it on all the blue lights on the computer come on and immediately go off with nothing happening on the screen. Any information about how to fix this problem is greatly appreciated!!

Is it still in warranty?
If not, how old is the system?
Has the system been upgraded/serviced recently?
