Best bang for the buck - need help

I am looking to buid a system that can play StarCraft 2 on max setting without freezing. I currently have a TOSHIBA Qosmio X505-Q860 laptop, but the game keeps freezing on high setting. I would like to build a desktop for around $1000. I would like the best bang for the buck. any help would be great.
