Dell Inspiron 530 yellow light on motherboard, won't boot

Hello,
My computer won't load, has a yellow light on mother board. When I turn it on, the light on front is yellow then turns blue and there is one beep.

The screen shows:
Diskette drive 0 seek failure

Press F1 to continue, F2 for set up

No Boot device available
SATA 0- installed
SATA 1- installed
SATA 2- none
SATA 3_ none

Also tried F12 to boot from disk using Vista Installation Disk

Get same Diskette 0 screen, then pressF1
I get the boot menu, and select boot from CDROM

It starts with Windows loading files bar across botom of screen
then it stops and
Windows Boot Manager screen comes up saying windows failed to insert
insert installation disk and restart computer.

This is also on screen:
File\windows\system32\boot\winload.exe

Status: 0xc0000221

Info: The file is possibly corrupt. Its headerchecksum does not match computed checksum.

I also tried a Bootsuite 2011 disk, that brings up theNo boot device availble screen.

Both of the disks work in other computer.

I also tried putting in a new hard drive....no change
