Is it a good idea to put a better thermal paste on a grafik kart

i have a problem with my grafik kart getting to hot...

is it a good idea to aply a better thermal paste on it or should i by a better cooler for it

Replacing the thermal paste can definitely help but a good cleaning will probably help more. If both of those don't fix the issue then yeah, I guess get a better cooler because then one you have is probably faulty.
