CPU not working at full potential!

Hi, I got a problem with me Intel Core 2 Duo E7500 2.93 Ghz.It's stucked at 2.13 Ghz instead of 2.93. I googled and try to find a fix and I was informed that i have to turn off the *speed step technology* and then edit something in the BIOS, but i didnt find this Speed step thing anywhere in my BIOS...How can I make my CPU work at its full potential?
P.S. My motherboard is P45 Neo-F.

This is a MSI motherboard - Go to Advance BIOS Features, got to CPU Feature, disable Intel Virtualization technology and C1E Support. Careful with other settings. It's on your manual, pls read them.
 
how do you know it is 'stuck' are you sure it is not hitting 2.93 whe under load, try using TAT or prime and see if it shifts. If not then Deane is right turn C1E off, but only if it is stuck, there is no perf hit from having it on.
