To serve what purpose?

You may be able to shut it down in the hardware manager, but I'm not sure they can be shut off at all since they are system requirements.

Why would you need them shut off?

You cant, PS/2 doesnt take any resources or cause the system to act any differntly weather its on or off.

The most you can do is disable IRQ for that device in some BIOS's (mainly older ones), unless you want to just disable the halt/pause warning messages at the start which look for a keyboard during startup, I normally do this when I setup an unattended file server or security DVR.
