How to limit speed of fan on startup?

Whenever I start up my computer, the stock CPU fan on my Phenom II 1090T exceeds 4500RPM, sometimes up to 5000RPM. After startup, I use speedfan to lower the speeds down to 2500RPM, which keeps the processor at 25-27C idle. Is there a way to limit the speed of the fan at the BIOS so it does not speed up to 4500RPM?

primary HDD intel x25 80gb SSD

Have you enabled C'n'Q in BIOS?

Is Cool n' Quiet the technology which lowers CPU core clock and power usage when idling? Because CPU-Z shows the cores at 800Mhz when idling and the power usage at 60W.

Yes it is.

Just rebooted to check BIOS, CNQ is enabled. Fanspeed was at 5300RPM when speedfan started.

It's been a while since I had an AMD rig but I think there may have had to be something else enabled in BIOS as well as C'n'Q but I'm not sure.
