Whenever I start up my computer, the stock CPU fan on my Phenom II 1090T exceeds 4500RPM, sometimes up to 5000RPM. After startup, I use speedfan to lower the speeds down to 2500RPM, which keeps the processor at 25-27C idle. Is there a way to limit the speed of the fan at the BIOS so it does not speed up to 4500RPM?
