When Playing Call of Duty 4 online, with resolution 640x480 I get an FPS of about 90, but the issue is this value is changing frequently causing a lagging effect.

Can someone please explain the reason for this kind of FPS drops
Is it the CPU, RAM or The VGA??

thanks in advance :)

My System Specs are as follows:
Intel Pentium 4 3.0GHz
nVidia GeForce 8600 GT
1.5GB DDR1 RAM
512 kbps ADSL Internet Connection

The FPS drops aren't a hardware issue. It's an issue caused by the game itself requiring more graphics/processing muscle.

Regardless, you're not seeing any lag from the FPS if you're actually getting 90 FPS. That's 30 FPS more than you'll be able to see on any standard monitor. The refresh rate of monitors are 60 Hz (aka 60 FPS). Anything over 30-40 FPS is considered playable.
