The reason is that I bought a phone two years ago.The mobile phone OS(Windows mobile if I remember correctly) is incompatible with the US system.

So region lock only effects optical drives?

There is the matter of electrical plugs. Not sure what type they use in China. You might need a new PSU.

Is it better to have a higher watt PSU or a lower watt one?

Your PSU should work. The only thing you should need is a US power cord or electrical adapter.

The only reason it might not would be because, like some of the older PSU's in Europe, it is a pure 230 volt design.

Both. But if you search the 'net, you can find utilities that will unlock desktop drives.
