According to Canon, it is the use of "exotic" glass elements, like fluorite
or ultra low dispersion glass. But the 17-85 IS uses UD glass, and it
isn't an "L", so they're not consistent.

Seriously, the L series lenses are considered pro quality and have better
quality glass/construction (edge-to-edge sharpness, color accuracy, etc).
This is from my reading as an experienced amateur -- there are much more
learned people here who can get into the specifics for you...

Basically it is the best they can make holding back no
expense. Some glass may be really good, and use
exotic glass, but still not labeled "L" due to the
company knowing they could do better, perhaps by
making the lens a constant f-stop through the entire
range, or by using better coatings.

Ground aspheric lenses, UD glass, Flourite lenses. Two gets you an L.
Was in the first `Lenswork' I think, or `Art of the Image'
