Moving hard drive for games to a new pc

If I were to move my steam folder to my other hard drive, and I were to a get a new computer. Would I not need to back up my games on to an external hard drive; could I just put the hard drive with the games on into the new pc one and just install the games from there?

It's very doubtful you could move the drive over, and reload the games from that. Personally I would just get steam to redownload them, and be selective about which games you pull down if you have a slow inet connection.
