Deleting Windows Temp Folders & Files

My WD Raptor hard drive died. A data recovery company recovered the data on the hard drive. I noticed hundreds of deleted folders & files that were listed on the hard drive.
With that thought in mind:
Is it a good practice to delete recurring temp folders & files since they remain on the hard drive after being deleted or is it a good practice to not delete recurring temp folders & files.
Reason: What to do everything I can to keep my hard drives up & running as best as I can.
