PC won't boot, power light is off and CPU fan is at max.

But the tips in there didn't fix my problem.

Computer will end up booting after I unplug it, wait, plug it back on and try again (many times).
So yeah the power light is OFF, the CPU fan turns at maximum speed and power supply fan seems to be turning at normal speed. Computer doesn't beep at all.

I tried resetting the CMOS, checked to see if the CPU is seated correctly and everything was fine.

I suspect that you have a problem with the standby power supply inside your PSU.

I actually had the same issue with my pc,CPU may not be supported by your motherboard go to the site and double check
