Need an Opinion on My 3 Beeps Problem Before i send items back

Hey All

I purchased a Rig from www.Hardwareversand.de in Europe (specs Below) and was delivered to me yesterday.

I Installed the Motherboard into my NZXT Vulcan connected my Test Switches(HDD Light,PWR Button Speaker ) installed the Memory etc , as soon as i turned it on i got 3 beeps continually which is a memory Problem,

then to my dismay i noticed i had install the motherboard without the Risers i quickly took everything out of the case and done a Breadboard test , and yet again the 3 beeps

I went through the new build tutorial on here and still 3 beeps , then i put some old memory in and no joy

Is My Motherboard Fried?

I would return the board and tell them it was dead on arrival.
