Vertical dot lines on bootup, pc keep restarting...

integrated ati xpress 200. windows xp home. award bios
Vertical dot lines appear ONLY on acer logo bootup screen. Next appears "we apologize for the inconvience, but windows did not start successfully" black screen giving different booting options:
safemode
safemode with networking
safemode with command prompt
last known good configuration
start windows normally
tried all options but keep restarting.
is my graphics dying, corrupted bios or bad psu?

Only has an onboard graphic, right? no vga card?
Then you have a big possibility that your onboard is going bad...
